RESOLUTION BY
THE PIKES PEAK AREA COUNCIL OF GOVERNMENTS
BOARD OF DIRECTORS
AUTHORIZING THE USE OF STBG FUNDS TO PROCURE TRAFFIC DATA SERVICES
FOR THE COLORADO SPRINGS URBANIZED AREA

July 10, 2024

WHEREAS, Title 23, Chapter 1, Section 134 and Title 49, Section 8, United States Code, as updated by the Fixing America’s Surface Transportation Act of 2015 (FAST Act), requires that each urban area, as a condition to the receipt of Federal Capital or Operating Assistance, have a continuing, cooperative, and comprehensive transportation planning process that results in transportation plans and programs consistent with the planned development of an urbanized area, and

WHEREAS, pursuant to the aforementioned legislation, the Pikes Peak Area Council of Governments was designated by the Governor of the State of Colorado as the Metropolitan Planning Organization (MPO) responsible for carrying out the transportation planning and programming requirements of Title 23 and Title 49, United States Code, and

WHEREAS, the Pikes Peak Area Council of Governments recognizes the value and benefits of traffic data services to support good decision making and right-sizing projects related to transportation within the region, and

WHEREAS, the Pikes Peak Area Council of Governments recognizes that this action will leverage up to $49,909 in other regional dollars from El Paso County and the City of Colorado Springs, and

NOW, BE IT THEREFORE RESOLVED, the Pikes Peak Area Council of Governments, acting for and on behalf of its affected local governmental units, hereby authorizes Staff to utilize up to $240,091 in Surface Transportation Block Grant funding to procure traffic data service to benefit the MPO region in accordance with Federal Highway Administration guidelines, and

BE IT FURTHER RESOLVED, the Pikes Peak Area Council of Governments authorizes Staff to make administrative changes to the Unified Planning Work Program or other Federal documentation regarding this procurement should the need arise.
