Accessibility Statement and Complaint Procedure


The Pikes Peak Area Council of Governments works towards compliance with the Americans with Disabilities Act and the Rehabilitation Act while promoting inclusion of people with disabilities.

This statement and procedure covers accessibility of the facility at 15 S. 7th St./14 S. Chestnut St., Colorado Springs, CO, and the websites at ppacg.org, drivesmartcolorado.com and agefriendlypikespeak.org.

Effective Communication

The Pikes Peak Area Council of Governments will provide, upon request, appropriate auxiliary aids and services leading to effective communication for qualified persons with disabilities. Seven days is requested to allow proper preparation for accommodation including, but not limited to, qualified sign language interpreters, documents in alternative formats, live translation or print translation, ant other ways of making information and communications accessible to people who have speech, hearing or vision impairments.

Modifications to Policies and Procedures

The Pikes Peak Area Council of Governments will make all reasonable modifications to policies and procedures to ensure that people with disabilities have an equal opportunity to enjoy all programs, services and activities. For example, while animals are not typically allowed in the facility, service animals performing a function for the benefit of an individual with a disability are allowed.

Surcharges

The Pikes Peak Area Council of Governments will not place a surcharge on an individual or group of individuals to cover the cost of providing auxiliary aids/services or reasonable modifications of policy.

Reporting

The Pikes Peak Area Council of Governments will report to the Board of Directors on an annual basis the steps it is taking to address digital accessibility, which may include:

  • Progress on advancing technology accessibility, using the Google Lighthouse and WAVE AIM tools.
  • Prioritization of upcoming tasks to attain greater accessibility.
  • Steps that the Pikes Peak Area Council of Governments is taking to remove accessibility barriers.
  • Timelines for making inaccessible content accessible.
  • Existing policies for testing and remediating content.

Requesting an Accommodation

Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a Pikes Peak Area Council of Governments program, service or activity should contact PPACG as soon as possible. Seven days is requested but no later than 48 hours before the scheduled event.

Complaint Procedure

A complaint should be in writing and contain information about the alleged discrimination. The following information should be contained within the complaint:

  • Name of the complainant
  • Address of the complainant
  • Phone number of the complainant
  • Email address, if available, of the complainant
  • Basis of complaint
  • Date of alleged discriminatory act(s)
  • A statement of the complaint, including specific details, relevant facts and documentation

Complaints must be received within 180 days from the date of the alleged discriminatory act.

The following timeline will be utilized to respond the complaint:

  • The Pikes Peak Area Council of Governments will confirm receipt with the contact information provided within 15 days of receipt.
  • Within 90 days of the confirmed receipt, the Pikes Peak Area Council of Governments will respond to the complaint with possible resolutions and timeline for resolution.
  • If the resolution does not satisfactorily resolve the issue, the complainant may appeal the decision with 30 days of from the day of the response to the Pikes Peak Area Council of Governments Executive Director.
  • Within 60 days of receipt of the appeal, the Executive Director will respond with the final resolution of the complaint.
